About the Lapulapu National Monument Design Competition

 

In celebration of the 500th anniversary of the Victory at Mactan, the National Quincentennial Committee (NQC), through the National Historical Commission of the Philippines (NHCP) and the National Museum of the Philippines, is launching the Lapulapu National Monument Design Competition. The winning design will serve as the prototype of the new Lapulapu National Monument which will be enshrined at the atrium of the Lapulapu Memorial Shrine and Museum at Lapu-Lapu City.

Themes and Elements

 

The new Lapulapu National Monument will be erected as part of the 2021 Quincentennial Commemorations in the Philippines and is in keeping with the wishes of the Cebuano people to retain the currently existing Lapulapu Monument in its current place as it has already been sanctified by time.

The proposed monument is envisioned to become a landmark similar to Manila’s Rizal National Monument and Caloocan’s Bonifacio National Monument.

The following elements must be incorporated into the monument design:

  1. Classical style
  2. A 360-degree artistic view
  3. The monument must contain these requirements:
    1. The main character of the monument should be Lapulapu;
    2. There must be some warriors integrated in the monument; and
    3. Pedestal complementing the monument
  4. Design should be based on historical, archeological, and cultural research

Guidelines and Submission of Entries

 

  1. Each participant is only allowed to submit one (1) entry. His or her entry must be an original work, exclusively conceptualized and executed by the participant for the 2021 Quincentennial Commemorations in the Philippines. The entry must not have been exhibited before, revised, and recognized in other competitions within or outside the Philippines. A notarized certificate of original design is required.
  2. The participant should have a capacity to convert the concept into a 3-D (three-dimensional) miniature model or maquette.
  3. The participant must submit an abstract of the entry artwork, maximum of 300 words. Graphic presentations shall be shown in: one (1) floor plan, four (4) elevation views (front, right-side, left-side, and rear), and one (1) colored perspective. The presentations shall be in portrait format showing the overall design concept. Entries shall not bear the participant’s signature or any identifying marks.
  4. Entries shall be submitted online in 300 DPI resolution, JPEG file format not exceeding 2 MB per file. Files shall only be attached to the e-mail and not embedded in the e-mail body. It must not also be sent using third-party, file hosting services and links such as but not limited to Google Drive, Dropbox and WeTransfer.
  5. Participants must submit their design with the following documents in digital format:
    1. Duly accomplished entry e-form (includes the abstract);
    2. One 2”× 2” ID colored photo;
    3. Curriculum vitae and portfolio;
    4. Two (2) valid IDs; and
    5. Notarized certificate

    NOTE: Valid IDs refer to Government-issued IDs (including Postal ID, Driver’s License, PRC License, IBP Card, UMID, Passport, and other similar IDs.).

  6. Submission of entries and required documents is to be e-mailed at [email protected] under the subject Monument Design Competition_<Surname_First Name> (e.g., Monument Design Competition_Dela Cruz_Juan). Participants shall not send more than one (1) e-mail.
  7. All files to be submitted must be properly labelled with the file name following the format: Surname_First Name_Requirement Name

  2.  All entries shall automatically become properties of the NQC. Intellectual property rights of major prize winner shall be given to NQC in perpetuity, which includes the right to use, produce or reproduce the design for whatever purpose and whichever form as may be deemed fit by NQC without further compensation to the artist or his heirs and assignees.
  3. Deadline of submission is on or before 06 January 2021, Wednesday, at 5:00 p.m.

Eligibility

 

The competition is open to:

  1. Filipino Citizens;
  2. Who are at least eighteen (18) years of age or older at the time of submission of initial entry; and
  3. With valid Tax Identification Number (TIN) issued by the Bureau of Internal Revenue (BIR).

NQC Members, NHCP employees and officials, competition organizers, as well as their relatives by consanguinity or affinity up to the third civil degree are not eligible to participate in the design competition.

The Selection Process

 

The entries will undergo two levels of selections, namely:

  1. Elimination Round. All qualified entries will be scrutinized by a panel of judges composed but not limited to historians, artists, curators, art collectors, and government officials. Five (5) finalists will be chosen to move on in the next round of the competition.
  2. Final Round. The five (5) winning entries will be required to develop their design concept into a maquette. The NQC will subsidize the making of the maquettes amounting to Php 50,000.00. This also includes the production of technical drawings for the design on an A3-size (21.0 x 29.7cm) tracing paper. The maquette should be two (2) feet in height using resin as material.

Note: Proper care and handling shall be taken by the NQC to protect the entries submitted. NQC, however, assumes no responsibility for any loss or damage to the entries before, during and/or after the competition. Participants shall hold NQC harmless for any liability/claims for loss, damage or injury to the entry while in storage.

The Selection Committee

 

  1. The NQC shall select the board of judges. The decision of the selection committee shall be final and incontestable.
  2. Judges may decide not to award prizes if the entries do not meet certain artistic and technical requirements.
  3. The NQC reserves the right to withdraw any award and/or cash prize should the participant violate any of the rules and regulations of the competition.
  4. The NQC shall have the sole prerogative to select the board of judges.
  5. The decision of the selection committee shall be final and not subject to appeal.

Prizes and Awarding of Winners

 

  1. The five (5) finalists shall be exhibited in the National Museum of Fine Arts, Manila.
  2. The winner and selected design will be posted on the NQC official website and social media accounts.
  3. The prize for the winner is Php 300,000.00 inclusive of 20% tax per government regulation.

06 January 2021. Deadline of submission of entries, application form, and documentary requirements.

11 January 2021, Monday. Judging Elimination Round.

18 January 2021, Monday. Announcement of the five (5) finalists (through NQC official website and social media accounts). Finalists will be notified by the NQC via e-mail.

15 February 2021, Monday. Deadline of submission of the maquettes and technical drawings until 5:00 p.m. at the National Historical Commission of the Philippines, T.M. Kalaw St. Ermita, Manila.

22-26 February 2021. Exhibit of the finalists

22-24 February, 2021. Judging Final Round.

26 February 2021, Friday. Announcement of the winner.
